The Chinese government says that their money has less value than it actually does. They do so to get more business. What if a cop is trying to give directions, divert traffic from an accident or burning building, or warning someone of a dangerous person with a gun, etc, etc, etc, Can a cop speak all languages? That could bring drastic changes, economically, in this country.
